Membership tiers (general overview)

Tier are determined by the date a member joined NYSTRS. Benefit rules, contribution requirements, and full-benefit ages differ by tier. The information below is a high-level summary only.

TierApproximate Membership DateGeneral Note
1Before July 1, 1973Earlier formula structure
2July 1, 1973 – July 26, 1976Similar structure with some differences
3July 27, 1976 – Aug. 31, 1983Often compared with Tier 4 rules
4Sept. 1, 1983 – Dec. 31, 2009Common among longer-tenured members
5Jan. 1, 2010 – March 31, 2012Adjusted contribution and milestone rules
6On or after April 1, 2012Current tier for newer members; 2026 legislation adjusted certain full-benefit age rules for those with 30+ years of service

Always confirm your exact tier and membership date in your official MyNYSTRS account. Vesting is generally five years of New York State service credit under current rules, but individual circumstances can vary.

How benefits are generally calculated

According to NYSTRS, the maximum annual pension is generally determined by this structure:

Pension Factor × Age Factor (when applicable) × Final Average Salary

Pension Factor

Based on total service credit and tier. Rates typically increase at certain service milestones. Exact percentages and application depend on your specific tier and records.

Final Average Salary (FAS)

Generally the average of the highest three consecutive school years of regular salary for most members. Tier-specific rules, limits, and exclusions can apply. Confirm details with NYSTRS.

Age Factor and retirement timing

Retiring before the full-benefit age for your tier, or without the required service credit, may result in a reduction. For Tier 6 members, 2026 legislation adjusted the age at which an unreduced benefit is available when 30 or more years of service credit are completed. Individual eligibility must be confirmed directly with NYSTRS.

Areas educators often review

The following are common topics members discuss with NYSTRS or in educational conversations. None of these items constitute advice or a recommendation:

  • Confirming service credit and whether any prior or purchasable credit applies
  • Understanding how Final Average Salary is calculated under current rules
  • Reviewing the interaction of age and service credit for retirement timing
  • Learning about available benefit payment options
  • Considering how supplemental savings (such as a 403(b) or 457(b)) may fit alongside the pension

All determinations are made by NYSTRS based on official records and current law.

Frequently asked questions

How is a NYSTRS pension generally calculated?

According to NYSTRS, the maximum annual pension is generally determined by Pension Factor × Age Factor (when applicable) × Final Average Salary. The exact factors depend on membership tier, service credit, and individual records. Always confirm your personal figures with NYSTRS.

When can a member generally retire with an unreduced benefit?

It depends on tier, age, and years of service credit. Rules vary. Recent legislation adjusted the age for certain Tier 6 members who have completed 30 or more years of service. Individual eligibility must be verified directly with NYSTRS through MyNYSTRS or by contacting the System.

Is a 403(b) still relevant if someone has a NYSTRS pension?

Many educators choose to contribute to a 403(b) or 457(b) in addition to their pension. Whether and how much to contribute is a personal decision that depends on individual goals, risk tolerance, and overall financial situation. A complimentary review of plan fees and options is available for educational purposes.

Can someone outside Long Island have a conversation with Atlas?

Yes. Virtual educational conversations are available. All pension-related determinations remain the responsibility of NYSTRS.
